The nuances of the German VAT Tax will require a special app to give you the ability to set the specific vat tax on a product/category level plus replace the shipping tax calculation for german addresses as well as include a artilce modal popup for those purchasing solar panels.  We are looking into this and would recommend adding it to the Feature Requests channel here.
